I'm glad WOHVA is continuing the fight. They brought a suit last summer to get the NOVA funds back, but the suit was dismissed.

I believe what works best is leaving messages, writing letters and emails to your representatives voicing your support of motorized recreation. If they don't listen, use your vote to replace that representative.
