I've always had good luck with No-Toil products. I bought a air filter cleaning "kit" from my local shop once that had the No-Toil brand name at the bottom of the bottles. Turns out it was No-Toil products in Honda packaging. Been using the stuff ever since.
The products have the powder cleaning agent you mix with water and soak the old filter, the "oil" and a tube of white lithium grease looking stuff to seal the airbox edges.
The "oil" was kind of wierd the first time I ever used it, I thought it was supposed to be "viscous" as you said above. As it turns out, the first few times I cleaned my filter and the spare, I wasted a lot of oil from saturating the filters without squeezing out the excess.
When you first put the oil on, it has additives to keep it fluid until it comes into contact with air. You put it on, sqeeze out the excess and it will evaporate into the tacky stuff we're used to getting. Too much is a bad thing in this case and the bike will suck out any excess into a gooey mess inside the airbox.
